EEC qualifications

EEC sets a qualification level for every role: Teacher, Lead Teacher (21 and up), Director I and Director II. A program licensed for 80 or more infant through preschool children needs a full-time administrator at the Director II level. Certification is optional for now, but the Minimum Hiring Requirements are not, and a candidate’s level decides which room they can lead, so it’s the first thing we ask about.

C3 workforce money

Since November 2025, EEC has expected center-based programs to spend at least half of their C3 grant on the workforce, including raises, stipends, and recruitment and retention supports. We use those offer details when we talk to candidates.

CPPI and CCFA

In Commonwealth Preschool Partnership Initiative (CPPI) communities, districts team up with community programs to expand pre-K, and the state’s goal is pre-K access for every 4-year-old in all 26 Gateway Cities by the end of 2026. If you serve CCFA families, quality funding is now part of your base rate rather than a separate add-on.

An EEC Director I or Director II certification, and directors must be at least 21. Centers licensed for 14 to 79 children need Director I, and centers with 80 or more need Director II. See the full Massachusetts director rules.

WHAT ARE THE STAFF-TO-CHILD RATIOS IN MASSACHUSETTS?

Under 606 CMR 7.10, ratios are (max group size in parentheses): infants under 15 months 1:3 (7); toddlers 15 to 33 months 1:4 (9); preschoolers 1:10 (20) full day or 1:12 (24) half day; kindergarten 1:15 (30); school age 1:13 (26). Mixed-age groups have their own limits, such as 1:5 (9) for toddlers with preschoolers.

IS THE MASSACHUSETTS QRIS STILL ACTIVE?

Not right now. EEC has paused the Massachusetts QRIS while it builds a new quality improvement system, and quality funding is now built into CCFA subsidy rates. Staff qualifications come from EEC educator certification, not a rating.
