Texas Rising Star

If you serve Child Care Services (CCS) families through your local Workforce Solutions board, you have 24 months after your Entry Level designation to become Texas Rising Star certified. Director and staff qualifications and training count toward your score, so we ask candidates about their CDA and training hours on the first phone call, before they ever reach you.

Pre-K Partnerships

Texas school districts can partner with child care centers to run pre-K, and starting in 2025-26, HB 2 requires the district to pass at least 85% of per-student funding to the partner unless TEA approves a waiver. The hard part is the teacher: a partner classroom needs someone qualified, such as a CDA plus 2 years at a Texas Rising Star program. We recruit for those classrooms specifically.

Minimum Standards

Your CCR inspector works from the state’s Minimum Standards (26 TAC Chapter 746). Your director needs a director’s certificate from HHSC Licensing, and most new caregivers need 24 hours of preservice training, 8 of them before they’re responsible for a group of children. We tell candidates this up front so their first week isn’t a surprise.

84,048 child care staff

Texas has the second-largest child care center workforce in the country.

6,120 child care centers

Private centers with paid staff across the state.

$29,371 average pay

Average annual pay per child care employee in 2025, including part-time staff (U.S. Bureau of Labor Statistics).
